The Inspector General of Courts François Regis Rukundakuvuga stressed this during the opening of a 5-days training on how to apply Integrated Electronic Case Management System (IECMS) in the court management, for 47 Courts Presidents and Courts Registrars. The training that was organized and conducted at the Institute of Legal Practice and Development (ILPD) started on Monday 18th March and ended on Friday 22nd March 2019.
IG RUkundakuvuga said “IECMS is not anything to put aside, instead it is a pillar for Courts Presidents and Courts Registrars to use for their day to day court management activities.” He urged them to use IECMS as tool in their daily activities. He added that IECMS and courts management are not two different things; in fact, courts management today cannot be done in anyway else that through IECMS. Contrary to using IECMS means that there is no management in the courts at all.
He further explained that the distribution of tasks should be done through IECMS, monitoring and evaluation should also be done through IECMS. Then, decisions should refer to the report of the system.
The Rector of the Institute of Legal Practice and Development Dr. Kayihura M. Didas, the host of training, in his welcome and opening remarks emphasized that the success of the justice sector in Rwanda shall be achieved only when all justice players embrace using IECMS and getting committed to contributing to its day-to-day improvement.
The training was organized by ILPD under the support from the USAID’s funded project – Duteze Imbere Ubutabera (DIU), implemented by Chemonics International. The Project works with the Ministry of Justice and the JRLOS to strengthen the capacity and skills development of Law practitioners as well as other technical support staff within the justice sector.
